BYOP Droid Turbo Advanced Calling Issue

I cannot activate Advanced Calling since switching this phone to ST. I have contacted ST support as well as ST Tech Support. Neither could help me. When I make a phone call the network switches to 1x from 4g LTE. This then disables data while on the phone call. When I try to activate Advanced Calling I get this error message (We encountered a problem activating Advanced Calling 1.0. Please try again later.) Please help.
