Nokia 635 ATT GO Phone

I cant seem to get this new Nokia 635 att Go phone accepted to my list of Straight Talk Phones so I can transfer my service to it.

I have the Straight Talk sim kit and followed the instructions but when I go to add BYOP it says the IMEI code in not compatible.

Is this because the phone is locked with ATT?

Some phone owners are saying they got this to work on a ATT locked phone while others say it won't work on the locked phone.
