Very Slow 3G Speed

I have use Nokia N97 mobile,3G internet plan active in my mobile,i watch video in you tube but internet speed very slow so i can't watch video continue,some time buffering this video,company provide 190 to 200 kbit/s speeds but i use only 100 to 115 kbit/s.

I am also getting really slow 3g speeds. When I first got my phone it was really fast for the first two weeks but out of no where it crashed and has been slow ever since. I've been maxing out at 150kbs. Really disappointing.

I unfortunately have a Huawei Ascend some D bag clerk at Walmart talked me into. Its not a bad phone if you don't mind no internal memory and random internet shutdowns every 2 minutes but thats not my problem or at least not the one I'm posting about. My problem is shortly after refilling my minutes this month my 3g internet has gone insanely slow. Now is this throttling your data after so much true? Or is there a problem with the 3g network?
