NOKIA 6790 Can't send text messages

I purchased two of these phones a couple of days ago. I have tied what is mentioned here ( the message center number). Bothe phones are still unable to send a text. They can receive but cannot send at all, it just sits in the outbox. Very aggravating!!!!
