Nokia E71 SIM in AT&T HTC Vivid

I had the Nokia E71 with SIM on the $45 unlimited plan, and recently switched to using an HTC Vivid (AT&T), however I am not getting the speeds +4MB that other users are getting when using 4G compatible android phones with BYOP plan (AT&T SIM). I am only getting 1-2MB with the original Nokia E71 SIM in the HTC Vivid (AT&T)

The question I had is how can I get the higher speed +4MB using the existing E71 SIM in my HTC Vivid (AT&T), or do I need to purchase and activate a new ST AT&T BYOP SIM to get the higher +4MB speeds?
