Unlocked iPhone 4s - Slow Internet - Unusable

HI, I have been on the service for a long time and my internet speeds seem to get progressively worst. I am now at a point where some of my apps do not even recognize an internet connection. My download speeds using the speedtest.net app are in the 0.00 to 0.5 range and upload speeds generally up to or over 1.00mbps. I am in New York City and have full bars when I perform the test. I also test at home in Central NJ and again with full signal I have slow to non existent data coverage.
