ZTE Max Duo GSM Straight Talk service for area code 98380

I just sold a brand new in sealed box never activated Straight talk max duo GSM phone STZEZ962BGP4P to a woman in area code 98380, she wants to send it back because it is GSM and she says straight talk near her uses Verizon towers only. I called customer service and explained the problem and they told me to have her call them and they would unlock it so it would work for CDMA towers. She says she called them and they told her the max duo wouldn't work for CDMA
Is this correct?
