Samsung Galaxy S4, Dats not Working.

So I am using a Samsung Galaxy s4, and last month my data was being throttled, I know I was using alot of data, but then when my service date was renewed on the 13th my cell data stopped working. I've tried turning my phone on andoff, ttaking out the battery, turning the data on and off, but none of that has worked,
