Stuck in BOOTLOOP!

Hi I have an LG L38C and its stuck in a bootloop trying to go into android then screen turns all white. Stays on for about 5 seconds then keeps rebooting to android. Repeatedly does this. I tried to master boot it by pressing volume down+menu+power and no recovery comes up it just hangs at the LG logo. And tried many other variations to get into recovery and master boot recovery reset. NOTHING WORKS! Any info would be GREATLY APPRECIATED!!! Thank you!

My phone has been power cycling for the last hour.
It was just sitting there and then starting shutting off and then turning back on.
Went to the site and get a phone number to call.
