Drastically Slow Speeds

I use an iPhone 4 on the Straight Talk network. During the first month of service, my speeds were great. However, speeds slowed to a crawl and using 3G was unbearable. Using the Speedtest.net app, I was getting 0.04Mbps down. I contacted Straight Talk and received a phone call from a rep. She advised me that the speeds can depend on how many people are using 3G, and she also suggested turning off my phone and then turning it back on. I've tried every solution I could find to fix the slow speeds. I don't understand what's going on! One day I'm getting close to 2Mbps and then the next day I'm getting 0.04Mbps (even with full bars)? I don't think it has to do with how many people are using 3G. Can anyone help?
