Updated IOS and data/internet is not working

phone worked fine for months until i recently updated to Ios 8 and now the data internet is not working. i receive phone calls just fine but cannot send pic texts and cannot use data/internet. i have tried changing apns and nothing as worked. also under settings>cellular there is no network option that i can manually input and set up apn settings. i can only input a preset profile under settings>general. Please help me with this issue.
