pending transaction?

I have no idea what this is supposed to mean. I transferred my old number over and activated the phone with "all you need" plan, so I thought. The phone is telling me to call a service number to activate it but I have no other phone and no way to call a customer service line. My old number has transferred to the phone but I have 0 min available. Does it just need more time to activate? Can someone help me? Thank you!
