Data roaming?

How would data roaming on my phone work? Like would it mean if I enter an area where say T-mobile gets better service would my phone switch to the t-mobile towers?

My phone is roaming all the time don't know what's wrong people around me their phones work fine I know we're in the area for Towers but there is work
