transfered phones now 45 dollar code is useless

First walmart sold me a straight talk phone that does not work in my area.. no big deal took it back to get a different one, got my money back yadda yada picked out a phone that works here. I already knew my number would be canned and the rep made it seem like my service card (which was entered but i never received any service) could be entered to activate my phone. I purchased the new phone and when i try to activate it it says my pin is in service, for one my phone isnt even on here to transfer on the account page. Why should i have to spend yet another $45 when i never used the one in my hand?
