Can't setup or get to voicemail

I just got a new phone (LG Rebel 4) and I can't access or setup the voicemail. When I press "1" as the instructions state I only get the message "I'm sorry but the person you called has a voicemail box that has not been setup yet." Then it automatically hangs up. The old way of getting to voicemail (*86) brings up a new menu in which nothing about voicemail is an option.
