Voicemail set up

I activated a new SIM card for my BYOP Samsung Galaxy S7. Now I am not able to set up voicemail forwarding to my Youmail account.
When I call my phone from a different line to check if my voicemail is working, it just rings forever without going to voicemail.
When I dial my own number from my phone, I get a message saying "The wireless customer you are trying to contact is not available, please try again later".
I need help getting the forwarding to Youmail set up, or help getting a regular voicemail account set up.
