"Access Forbidden" each time I try to use the internet

I'm getting the same 'access forbidden' message in safari and chrome on my iphone4 gsm. I need help with this please.

So I just got off the phone with Straight Talk support. They had me power-off the phone, remove the SIM, count to 5, insert the SIM, and power-on the phone.

After that, Safari worked properly.

I was given no specific answer when I asked what caused this or how to prevent it.

I get this ACCESS FORBIDDEN message when I try to access the internet on various occasions. No specific website...any website. What's up? I've paid my bill...can't see any reason why I should get this message and be unable to access the internet.
