Auto-Refill $2.50 Promotion not applying

I'm attempting to enroll in the $2.50 for auto-refill subscriptions for the 2 phones on my account. I cannot apply the discount. When I follow the link and select the line I want to apply the discount to, it wont go past that screen. I've posted about this in the forum and I got a link to chat. The chat does not work and will not connect. Would someone please provide a way to apply this discount.

I'm having the same problem while trying to sign up. When I select the phone and click continue it just reloads the same page.
