LGL34C Optimus Fuel stuck in boot loop

my moms phone shows the LG screen then shuts off and the middle button flashes different colors then it goes black and repeats, cannot seem to get it to boot into safe mode. all we need is the contact list to copy down as she has bought a different phone now, but the contact list is ultra important to her. is there some way i can load a pc program to pull data off the phone or some other way to get it to finish booting up either in safe mode or any other way.

I have a LGL34C, it's been put up for a few weeks now. I brought it back out today only to find that it's stuck in a bootloop. The given error message it says is boot certification verify. I know for a fact the device worked fine when it was put up, and it is not rooted or modifed in anyway. I've tried to hard reset it, tried booting into safe mode, no luck.

Hm. Being my device isn't active with Straight Talk any longer, how might one check/ need rather my account information to inform me of the issue.
