Phone stuck on 1x/3g

Started randomly this morning. Went from 4g to 3g/sometimes 1x, but either way can't make or receive calls or texts. Also can't go online without Wi-Fi. Whenever i try and call, it says my phone is inactive and i have to buy a new plan. Tried factory resetting, taking out sim card, nothing works.
