I don't know if it is their way of making their forums more active or trying to keep spam down. Ironically as has been pointed out this actually adds to the spam. I just signed up and now I am going around throwing up useless posts just to be able to unlock all features.
I even saw a ST rep tell someone to just keep replying in their OP's own thread just to be able to reply to a pm. What a world we live in huh?

By the way, this post is just so I can reach my quota.
