Activating a used phone?

Okay I had my phone stolen, and called and had it deactivated. I purchased a used one off of ebay. I called to have my old number switched to the used phone, but they said I need the security questions to the used phone. I have contacted the seller on ebay, but still have not head back from them. Forget about having my old number I just want to get the used phone activated. How can I do this?
I tried going to the website, but when I entered the serial number it said it was associated with the previous account. Come on people help me out.
