Can’t Add New Device

I went to add my new iPhone which is unlocked and compatible with my service and it says my SIM card and device is not connected to my account so they can’t add it. Makes no sense to me because the SIM card is from my old phone so it is connected to my account and my device is new so of course it’s not connected to my account because I’m trying to ADD the device. Help please.
