Hotspot not working after refill

My hotspot not working after $40 recharge and spend hours with technical team. Got ticket number from them but no resolution and no follow up already 9 hours passed. Impacted my work and lost trust. Any advice where can be issue? Sim or device? Already reset device and showing green signals. Trying to find out root cause. Can we use this sim in different carrier device. Please advise friends resolution to this issue.
