LG 220C won't work if not plugged in with charger

Phone stopped working and only works when it is plugged in with charger. If I unplug charger, it says "Charging handset off" Replaced the battery, but it is still doing the same thing. What is wrong with it? Any help would be appreciated. Thanks!
