"Service appears to be inactive"

When I try to make a call, a message comes on stating that my service appears to be inactive. When someone calls me, it tells them that I have "call restrictions". I haven't changed any settings and I'm still able to text (but only to other iPhones- not to androids) and use ALL other features on my phone (including social media and internet). HELP!
