stolen inactive phone and service card stolen

so i kept my old phone to give to my son and i bought him a service card were stolen last night i got all the receipts for the phone and the service card what do i do i even got the start here pamphlet with the serial number and sim card number and the receipt for the service card that i bought to activate it for him what do i do i tried to call 611 and all i got was i prerecorded message i don't know if i'm doing this right i just need some instruction

I also have this problem except I got my phone back and changed the number but I think someone still found a way to steal my mins
